Abstract

This study examines regional leadership strategies in championing community service programs under fiscal constraints resulting from budget efficiency policies. Under these conditions, regional governments are required to maintain program continuity while ensuring community needs are met. This study uses a descriptive qualitative approach through case studies, with data collection techniques including in-depth interviews, observation, and document analysis. The results indicate that the primary strategies of regional leadership include advocacy with the central government, strengthening cross-institutional networks, and collaborating with the community as a basis for legitimacy. Central government support has proven to be a vital instrument in maintaining the sustainability of community service programs. These findings emphasize the importance of adaptive and collaborative leadership as key to the success of community service programs amidst budget constraints.
