Abstract

Effective and secure e-government is a key factor in achieving good governance and high-quality public services. The Six-Ware Cyber Security Framework (SWCSF) was chosen for its strong focus on cybersecurity, a critical aspect in the implementation of Electronic-Based Government Systems (SPBE). This study employs a mixed-methods approach, combining qualitative and quantitative methods through interviews, observations, questionnaires, and descriptive data analysis. The research findings reveal varying levels of maturity across different security dimensions, with certain areas requiring further improvement to meet higher security standards in alignment with national policies for SPBE. Additionally, the study aims to provide a comprehensive overview of e-government maturity in West Sumatra, particularly from a cybersecurity perspective.
